State-owned property is provided to government agencies at all levels for official business and public use in accordance with national policies such as public construction and social welfare. The National Property Administration of the Ministry of Finance (hereinafter referred to as the National Property Administration) stated that the state-owned public property managed by various agencies has been used for public or business purposes and can be used to revitalize the income in accordance with regulations. The agency encourages agencies to revitalize state-owned public property without affecting public purposes to create domestic added value. In 2014, the income from state-owned public property reached more than NT$45.6 billion. After being injected into the national treasury, it can be used to promote various national construction projects and enhance the welfare of the entire people.
There are many ways for agencies to revitalize and utilize state-owned public property, including the promotion of arts and cultural activities, environmental sustainability, or catering and accommodation operations. Specific examples are as follows:
1. The Hakka Affairs Council manages the Liudui Hakka Cultural Park Performance Hall. In addition to internal use by the agency, the venue is rented out to agencies, companies, groups, schools or individuals in different time periods to hold academic, arts, public welfare or educational promotion activities to improve its efficiency.
2. The Changhua Farm of the Veterans Affairs Commission manages the state-owned land in Hanbao Village, Fangyuan Township, Changhua County, mainly for marine aquaculture. The farm conducts bidding and entrusted operation in accordance with regulations, and provides aquaculture ponds and aquaculture technology information to the winning bidders to cultivate clams and black cockles, etc. In addition to reducing farm management and maintenance costs and increasing revitalization benefits, it also provides job opportunities for local residents, promotes friendly ecological aquaculture, preserves good water bird habitats, and promotes biodiversity and environmental sustainability.
3. The Gaomei Lighthouse is under the jurisdiction of the Bureau of Maritime and Port Affairs of the Ministry of Transportation and Communications. In 1982, the lighthouse was moved to another location, and its original navigational function was reduced. In order to promote lighthouse tourism and cooperate with the historical building restoration and reuse project, the infrastructure and equipment in the park were improved, and a lighthouse hotel and accommodation park was built. In addition to providing accommodation, it also introduced local light meals and cultural and creative exhibition services. The public can also climb to the top of the tower to take in the scenery of the Gaomei Wetland.
State-owned public property, through diversified revitalization and utilization models for public purposes, can contribute to local development, environmental sustainability and the recycling of national assets. The National Property Administration will continue to promote relevant policies on the revitalization of state-owned property through education and training and on-site inspections of state-owned public property in a timely manner to improve the efficiency of the use of national assets and create sustainable financial resources.
