Promoting social housing is a major national policy. The National Property Administration plays the role of "the god of land" for state-owned property and actively cooperates with the housing authorities to provide state-owned real estate to build social housing in accordance with relevant regulations such as the Housing Act and the Regulations on the Establishment of National Housing and Urban Renewal Centers, so as to take care of the housing needs of vulnerable and young groups.
The National Property Administration stated that as of April 2015, the agency has provided 92.30 hectares (approximately 280,000 pings) of state-owned land (including 29.22 hectares allocated, 32.04 hectares donated, 17.28 hectares leased, and 13.76 hectares sold) and 204 state-owned buildings (11 allocated, 191 donated, and 2 sold) in conjunction with the promotion of the social housing policy [see attached table]. In terms of the number of households, it can provide 41,977 households, and retain 120.49 hectares (approximately 360,000 pings) of state-owned land and 22 state-owned buildings for the competent authorities to handle the planning and construction of social housing.
In addition, the National Property Administration is also actively promoting the leasing of state-owned non-public housing and the leasing of rental housing that complies with the "Regulations on the Development and Management of the Rental Housing Market", which will be repaired and then sublet to sub-tenants for living. As of April 2015, a total of 179 state-owned properties had been sold. Suitable targets will continue to be screened and announced on a quarterly basis. In addition, state-owned non-public land will cooperate with urban renewal policies and actively participate in urban renewal and be allocated back to real estate, and will be provided to central and local housing authorities for evaluation for use as social housing.
The National Property Administration further stated that since 2012, for residential areas that meet the social housing site selection principles, the agency will first consult the central and local housing authorities to confirm that there is no demand for building social housing before proceeding with the relevant preparatory work for bidding and establishing surface rights. The agency will continue to pay attention to the demand and policy development of social housing construction by central and local housing authorities, actively provide state-owned real estate to build social housing in accordance with the Housing Act and other relevant regulations, select high-quality properties for bidding and leasing to the rental industry, increase the supply of the housing market, and implement overall housing policies.
