The Treasury Department of the Ministry of Finance stated that the results of the execution of the central government's total budget revenue in the first quarter of 2015 were NT$477.1 billion (the same below), the budget achievement rate (cumulative actual collection/annual budget) was 15.1%, and the execution rate (cumulative actual collection/cumulative allocated budget) was 95.5%. Compared with the same period in 2014, it decreased by NT$9.6 billion.
In the above-mentioned annual revenue execution situation, the cumulative actual collection of tax revenue was 386.5 billion yuan, the budget achievement rate was 13.9%, and the execution rate was 97.8%, an increase of 3.9 billion yuan compared with the same period of 2014, mainly due to the increase of comprehensive income tax and tariffs by 12.6 billion yuan and 800 million yuan respectively, and the decrease of securities transaction tax, commodity tax and profit-seeking enterprise income tax by 5.2 billion yuan, 3 billion yuan and 1.3 billion yuan respectively, as well as the offsetting result of the increase and decrease of other tax revenues.
In addition, non-tax revenues such as operating surplus and business income, property income, fees, fines and compensation, and other income totaled NT$90.6 billion, with a budget achievement rate of 23.8% and an execution rate of 87%, a decrease of NT$13.5 billion compared with the same period in 2014. This was mainly due to a decrease of NT$2.9 billion and NT$11.3 billion in operating surplus and business income and other income, respectively, as well as the offsetting of increases and decreases in other income items.
The Treasury Department of the Ministry of Finance further stated that the overall execution of the central government's total budget revenue in the first quarter of 2015 was in line with expectations; however, considering that it is currently affected by the US reciprocal tariff policy and changes in the international economic and trade situation, there are many uncertainties in the overall revenue execution. The agency stated that it will closely monitor the revenue execution and respond in a timely manner.
