The Customs Administration of the Ministry of Finance stated that the Taiwan Cement Industry Association applied for the imposition of anti-dumping duties and temporary anti-dumping duties on imported Portland cement and clinker produced in Vietnam. The Ministry of Finance announced the final results of the dumping investigation on May 21, 2015. The relevant manufacturers did have dumping, and the dumping margins are as follows:
The Customs Administration explained that the Ministry of Finance announced the preliminary findings on February 10, 2015, and that the products involved were indeed being dumped. However, based on the preliminary findings of the Ministry of Economic Affairs' industrial damage investigation, it was determined that the dumping was likely to cause substantial damage to domestic industries, and that there was no risk that domestic industries would continue to suffer damage during the investigation period. Therefore, there was no need to temporarily impose anti-dumping duties on the goods involved.
The Customs Administration further stated that in terms of follow-up investigation, the Ministry of Finance has notified the Ministry of Economic Affairs to continue to complete the final investigation and determination of whether dumping has harmed Taiwan's industries in accordance with Articles 14 and 16 of the Regulations for the Implementation of the Balance Tax and Anti-dumping Duties, and to assess the impact of this case on the country's overall economic interests. The Ministry of Economic Affairs shall make the above-mentioned final investigation determination within 40 days from the day after receiving the notification from the Ministry of Finance; the Ministry of Finance shall submit it to the Tariff Rate Review Group for review on whether to impose anti-dumping duties within 10 days from the day after receiving the notification from the Ministry of Economic Affairs.
